I'm not sure if this has been posted before, but here goes.
The guy had a gun. The police say they yelled "don't move" or something like that. I think they were just too scared to shoot him and decided to shoot him when he moved.
It's just my opinion. It could be completely wrong.

They had to make it look like self defense so that people wouldn't blame them for his death.
21 shots is just ridiculous though. They probably just wanted to cover their tracks.

It was a completely different guy who was shot by the police 21 times.
The guy's name was Oscar Grant. He had a gun, and when he reached for the gun, the police yelled "don't move" or something like that.
Grant got up and moved towards his gun anyway. The police then shot him. They also claimed he threatened them.
They shot Grant 21 times.
He died.
