I was banned, I thought it said "You've been banned from Off Topic for 24 hours."
Turns out, I got unbanned 5 minutes later.

No it isn't.
Glitches are temporary problems that happen when two different functions clash.
Filters are things to keep certain words, letters, etc. from being used on ROBLOX.
