I don't think so. They just don't like people trying to get more money. But if it's something they don't hate, or if it's something they don't really want to enforce, they'll leave it open to BC members.

But they aren't going to be able to enforce a BC only feature. It will be against the rules anyway. Plus, people might buy BC just to watch the videos.

How does that break any rules? BC members paying for this won't hurt anybody. It isn't even something roblox will need to monitor or do anything with.

It's against the rules to make a feature exclusive to BC unless it's a big feature. It would be considered spam or some other thing like that.

Roblox can make an exception if they want. It isn't like they're forcing anyone to do things they can't do. The fact that you said "roblox will ban me for having a bc only feature" is all the proof I need that it's possible and not enforced as hard as you are making it seem.
