It's such a stupid meme. The only thing that made it popular is because of its simplicity.
Like, it's so simple, everyone can think of their own "wut"s and add them to LOL. And because of this, people who don't know how to make funny jokes or memes make "LOLWUT"s instead.

But for some reason I still see some people say "LOLWUT" without actually being able to do that face.
And also, just because it has that meme, doesn't mean it's an insult. People are just trying to be funny.

Also, lolwut is not the face.
It's the thing that says "lolwut".
The face is called "the wut face", and is done by moving your jaw so it looks like a W in a word bubble.
