1. Make it so that if you don't pay the bill you can't use the internet
2. Make it so that you can only use the internet for one hour every week.
3. Make it so that if you want to extend your time you need to buy a new modem.
4. Make it so that if you don't pay the bill on time, you get fined $100 every day you don't pay.
5. Make it so that if you don't pay the bill on time, you don't get mail, magazines, or newspapers.
6. Make it so that if you don't pay the bill on time, you don't have any utilities, such as electricity and water.
7. Make it so that if you don't pay the bill on time, you don't get paid. You also don't get any government benefits, such as unemployment and disability payments.
8. Make it so that if you don't pay the bill on time, you're arrested and sent to jail. You only get out when you've paid off all of your debts and your sentence has been served.
9. Repeat steps 1-8 until the internet is fixed.

It's not the fourth step.

That's why there are steps.
I already said in my original post that you need to repeat those steps until the internet is fixed. If you don't like it, then I guess you'll have to go back to your old ways of using the internet, which are probably worse than this plan.
