I don't get how that matters. And I'm not sure about that actually, I've seen people with an IQ of 100 saying they were really smart. My IQ is probably higher then 100 though.

IQ is a measure of intelligence in comparison to the rest of the world.
If my IQ were 100 and I was the smartest kid in the class with an average IQ of 50, that would make my IQ twice as much as that of the average person in the class. And if I were the smartest kid in the class with an average IQ of 50 with an IQ of 100, then my IQ would be twice as much as that of the average person in the class.
