Is it okay to take someone's picture without their permission, but you're not taking the photo to post it on social media?
I'm going to ask this person if she minds me taking her picture and I'll explain why.

Yes you should always get permission to take a picture of someone else, especially since that image can be easily shared on social media, which could cause issues for both parties.

Well then who's going to see the photo? You don't want to take a random photo of some person without their permission. I mean, what if they're a bit shy? If you wanted a photo to use as reference, ask them if it's okay.
