1. Use the Unrelenting Force shout
2. Wait until he flies up in the air
3. Use the Dragon Aspect shout on him when he does
This will make him fly away and never come back

You can just go to a city that has an Imperial Fort in it, go into it and kill the Dovhkin with a bow or something.
