I was in my place, and there were no tools, so I tried to make one, but it wouldn't work. I tried opening the explorer bar, and it wouldn't open.
Is this a glitch?

If it won't let you open Explorer Bar, then yes, it's definitely a glitch.
If it just doesn't let you build with normal tools, that's not a glitch, and is how ROBLOX used to be.
