I woke up today and i was like
"wow it's raining"
and then i looked outside and it wasn't raining
but it was soooo cloudy
it was almost as if someone turned off the clouds

i got dressed and walked outside in the middle of the rainstorm
and it was dry

You were probably dreaming it. Or it was a hallucination or something. People can have hallucinations when they wake up sometimes.
It could also be a trick of the mind. Maybe you thought it was raining because it was raining yesterday and it's just that you haven't been out of your house for ages. Your brain is making you feel like it's raining but it actually isn't.

well maybe it was just a cloud storm and not a rain storm
or
there was a water balloon fight in the neighborhood or something
